Alternatives Undergo Technical Analyses

Alternatives within the River Des Peres Boulevard Corridor are undergoing technical analyses, including the identification of potential social and environmental impacts. Results from this analysis will be available for review and comment in a document known as the Draft Environmental Impact Statement (EIS). A public hearing will also be held following the document’s publication. The 45-day review period of the Draft EIS will likely take place in the fall of 2012. Technical Analyses and Preliminary Draft Environmental Impact Statement (EIS) Under Development

Two rounds of screening, along with stakeholder and public input, helped to determine the build alternatives being carried forward in the South County Connector EIS. Originally, five alternative corridors were proposed and screened for their ability to meet purpose and need, and then in terms of social and economic impacts, environmental effects, and feasibility to construct.  Results from the screening process, along with stakeholder input, led to the River Des Peres Corridor being recommended for further analysis.

Alternatives within this corridor were refined and currently are undergoing technical analyses, including the identification of potential social and environmental impacts. The results of these analyses will be presented in a Preliminary Draft EIS. 

The Preliminary Draft EIS will go through rigorous reviews by the Missouri Department of Transportation and the Federal Highway Administration, including Legal Staff, to ensure that the document meets all of the requirements of the National Environmental Policy Act (NEPA). Following these reviews, the Draft EIS will be published for public review and comments. 

Due to the level of technical analyses and the timeframes required for agency reviews, it is anticipated that the Draft EIS would be available for publication in the fall of 2012.   After the publication of the Draft EIS, there will be a minimum 45-day review period for the public, stakeholders, and resource agencies. During this review period, the Draft EIS will be available publicly and comments can be submitted via email or correspondence. In addition, a public hearing will be held a minimum of 30 days after the publication of the Draft EIS to seek public input.  The details of the public hearing and comment period will be provided as soon as the Draft EIS is available for publication.  All comments on the Draft EIS will become part of the official EIS record, and will be taken into consideration as a part of the EIS process.
